Guild XP is earned by earning Conquest points. IIRC, guild XP is 200% of Conquest points, so for every Conquest point you earn you get two guild XP. If your guild is less than a week old then you will have to wait before you can start earning guild XP. If over a week then just do anything that earns Conquest points.

My bad. Like you mentioned, someone in gen chat would probably help start it and bounce after the guild was formed. You need 4 players to start a Guild. You can ask around on Fleet for someone to help you start it and then leave if you need an extra person or two. The only way to reliably get them is from finishing conquest on a character. They can drop off of mobs out in the world but that isnt really farmable. Edit: just as an fyi.
