It follows the vex incursion zone. There is no trigger and it is a rare event because it's a guaranteed exotic drop. It is not a once a day thing. I've done 2 in a day and got an exotic at the end on both. I even got lucky on one and had an enemy drop an exotic as well. You just need to hang out in the incursion zone and wait for it appear.
