The Treasury Department pays the interest rate every six months for notes, bonds, and TIPS. Bills only pay interest at maturity. If you hold onto Treasurys until term, you will get back the face value plus the interest paid over the life of the bond. (You get the face value no matter what you paid for the Treasury at auction.)
