Withered gives +163 S for me on a legendary sword. A player has cata 50 and 2240 S+C without a sword reforge (DeathStreeks). Withered gives +185 S on a legendary weapon for him. The fractional increase in damage is ( ( (2240+185)/200+1) / (2240/200+1))^2 = 1.16. As you can see, withered gets worse and worse.

Suspicious reforge gives 7% cc and 85cd and Withered gives 135 str + your cata level. 7% cc on livid dagger is useless and str and cd being equally important it's better to get whatever gives the most stats, that is withered
