Yesterday (5/24) there were 5 Vex Strike Force events outside of the wee hours of the morning. They were at 8:30am, 12:20pm, 3:00pm, 5:45pm, and 9:00pm (all times Eastern). The day before (5/23) there were also 5 outside of the hours you noted. Four of them were between 6:30pm and 11:30pm.

If there's a public event in the Incursion Zone, hover your mouse over it and it will tell you if it's the Strike Force event. You don't have to just hang around on the planet. People do know, the problem is they're still not showing up.
