Vital Strike is bugged since Enhanced Edition - Not just the Size bonus. As several people mentioned before, Vital Strike ignores Size effects on weapon damage. But I realized various other features also do not work for Vital Strike now. Size from spells like Legendary Proportions, and weapon dice improvements from Monk / Warpriest do nothing.It's a literal sentient power if not quite alive. If I had to guess, Zacharius imprisoned it in the wand and used it as a "Drain Soul" wand which would explain all the souls inside it. You find out (not sure if this is Lich only or not) that this wand is Zacharias' phylactry. In other words: it contains his (very evil) soul.
