The best I can think of would be yeomen using neuroformer to raise their psylink level to 6 but I've only been able to find 2 of them from quests in a 5-year colony. If you do make a pawn royal all the way to get psylink 6, and then make the empire your enemy, do they keep their psylink levels?

The only way to level up psychic levels with non nature meditation is via the items from the empire, there's no other way in vanilla. You can use psytrainers but you can only use powers of that same level, so for example you can use neuroquake unless your psylink is level 5, only stuff like waterskip or similar.
