IKELOS is really good with some caveats. The perk pool is a bit weird, and you want to end up with something like Threat Detector / Surrounded with a reload MW, but you also have to keep a really keen eye on the middle column - it can roll with a perk called Seraph Rounds, which is like HCR and APR had a baby on steroids.

I believe it's a random world drop. Banshee or prime engrams should have it, or random legendary engrams. Perhaps xur as well. I get it now and then. I think you can get it from world drops. So you can focus engrams for world drop weapons. Banshee sells/drops it. I got one from...somewhere. This still involves luck, though, as there's no way ... ikelos smg is a random world drop so you can't farm it. Ikelos was part of season of the seraph. Since the seasonal vendor for it is fine it's harder to obtain although I see bungie adding a method for it later. Ikelos is a world drop, so you can't focus farm it right now.
But, no way to focus or target-farm it, just play Destiny 2 PvE and hope you get lucky. Maybe Banshee will sell it one of these days. wait for banshee to sell one, buy how ever many copies you need patterns for.
