How to move enchantments from items to books.
Say those two items are: power I + power I, you get a bow with power II. So with books it could work that way, that a power II bow gives you a power I enchantment book. Else it might be a bit overpowered. At the same time it would make obtaining certain enchantments impossible (i.e. Silktouch / Infinity / Aqua affinity).

Couple of mods do something like that. IIRC, Draconic Evolution 's Disenchanter does this. Industrial Foregoing 's Enchantment Extractor (as well as the old counterpart in MFR, the Auto-Disenchanter, if you're in <=1.10) also does this.
