Not sure you can find an S-Class settlement, but you can eventually get one by ranking it up. I have one now. I did get extremely lucky. I skipped my starter outpost and used maps to create one on an extreme sentinel planet. Right next to a large curious deposit :) Not sure if the extreme environment helps, but that's my theory.
