Usually you can find a sledgehammer at the warehouse south of the gunshop. You can also try the toolshop on the mainstreet, next (left) to the foodstore. The ones surrounding Louisville require a sledgehammer to be modified in any way, although there is a huge hole in the fence along the perimeter so maybe one day the fences will become breakable.Practical but irrational approach. Possible mods if could be: Jump over with a Horse. Smash it with a Road roller or a Tank. Build a Bridge over it. Dig a Tunnel under it. Use Hot air baloon for transportation. Drive another vehicle at the other side. Transfer the load between vehicles.
