I had to earn another 12,000 in order to by the Huntsman and then I was able to load ammo and equip the scope. The other 270 has to be unlocked before you can use it in a competition. You will also have to go to an Outpost and access your cache in order to go into your backpack to make the proper changes.

Do this before you start out and again after fast traveling. Hold up on the d pad to access the wheel once you add your weapons to your inventory in the pause menu. I'm on PS4, there's definitely a wheel, you can't use hotkeys without a mouse and keyboard so it wouldn't be playable without the wheel.
