If you are NOT on a Kuva Lich-Controlled node, then the thrall will simply give murmur and will not piss off your Lich. The Rage Meter is supposed to dictate the likelihood of a Lich showing up in a mission. While there is always a small % chance a Lich will appear, the closer to 0% on the Rage Meter, the less likely an appearance is supposed to be. And conversely, the closer to 100% full the Rage Meter is, the higher the chance a Lich will make an appearance.
