One thing to realize about ultralight fly rods and their lines is that the stepdown increment gets smaller as the line weights get lighter. So the effective difference down to a 0-weight isn't much from a 1-weight. Actually, the increment from a 2-weight to a 0-weight is about the same as from a 3-weight to a 2-weight.
