For xenophobe, get some aliens in your empire, enslave them. Get some other aliens in your empire, mark them for purging. You can't mark pops for purging if you aren't already xeno or authoritarian; nor can you enslave them. If slavers conquer one of your planets and enslave your pops, you will get Xenophobic pull.
