Quick summary after 30-40 refreshes: Two weapon set types: Heavy (Flamethrower + 2-h Hammer). Two-handed Hammer comes in two variants: Regular or Stasis (damage is identical but Stasis debuffs stamina regen). Slow swings with wide arcs. Best ranged (AoE stun, fire DoT). Light (Laser/Plasma Rifle + 1-h Hammer or Sword).
All of the plus III weapons are arguable ''the best''. But like I said, poison (plus III weapon) would do more damage to let's say a mountain troll. One handed Scrap Hatchet 3. Two handed Slaughterblade 3. I believe both of those are are outlaw weapons meaning you can't get them to 3 unless you're an outlaw with the perk.
