Single-job Bushi is terrible regardless of whether you get espers - the worst job in the game by a pretty large margin. Mediocre melee damage with no support options (item lores, magicks, etc) and no focus/adrenaline. The person who respects the letter of the law but not the spirit is a person with no justice in their heart.
Black is the job that should be attacking the least, so giving it the weakest physical DPS job makes sense. Plus, Black has the MP to spare for hastega, unlike White.
