Last year, my TJ used to overheat in 4Hi while driving on flat soft sand. I dealt with this problem for a while but never got around to fixing it. When I shift back into 2wd, the temp gauge would climb back down to 210. OAT vs HOAT coolant formulas. Step 2 - Check radiator and fan.
